When adding a picture to a paragraph dose it go on top or bottom of the paragraph?

It probably depends what and to whom you're writing, but I'd say it's up to you. Put it before or after, but make sure to give it a label that you can reference (e.g., Figure 1: Title).

If its a paragraph about the picture, the pic. would go on top but if it's just to add to an essay to make it look nice then it would be at the bottom. If its a news article it would probably go on the side/next to it.
