AI programming with some practical stuffs. - I want to learn more about Cognitive AI Programming oriented. Its a very very vast concepts - ML, Neural etc. But I want to go specific towards Cognitive AI with some coding not rough theory. Any suggestions?

I suggest first that you look for "Cognitive Artificial Intelligence" courses.
Often contents (namely presentations, or code projects) are made available and its easier to identify more specific interests for you, or at least areas of interest. 
After that some research on applied problems are essential. Even if more programing oriented.
But doing just coding without some knowledge or research is difficult for me to perceive.
