Input 6 on the diagram is probably the relay input pin. In order to activate it (Active High) the value across the capacitor would have to reach a HI input level, but the capacitor/Resistor combination takes time to charge to that level. time constant for such a series R/C connection is \[\tau = RC\]

By adjusting the resistive value you can prolong/shorten the time required to reach an active HI level
