$19 is a fixed cost; it's not impacted by the amount she hikes.

You can assign a variable, say $x$, for the number of miles she hikes.  You will multiply that by 0.68 to get her total cost for the number of miles she hikes.

All of that needs to sum up and be equal to (or be less than) 44.
