5A would only be true for stalin but NOT hitler
5B would only be true for hitler but NOT stalin (although...stalin was all for it)
5C is only true for stalin (same kinda reasoning as 5A)

so it's actually 5D and they both were totalitarian dictators...they ruled every aspect of everyone's life to make sure they had total control
