I don't understand the first question. The smallest fraction is already given, 4/5.

I'm guessing you can multiply 4/5 by 15 to find the minimum number of successful shots.
For two magazines, it is 30 shots, and if 4/5 are successful, then 1/5 miss.
1/5 of 30 is the maximum number of misses allowed.
