please explain how to get the vector notation of angular displacement by right hand rule?

Well, use your right hand and rotate it -with your palm- in the same sense as your rotation (w). It will be as if you're grabbing something. If you do it in the right way. Your thumb will be pointing at the direction of the angular displacement.
