The U.S. Constitution was finalized, signed, and forwarded to Congress by the members of the Constitutional Congress in Philadelphia on September 17, 1787.

Define finalized. The United States' Constitution has had several amendments, and that could factor whether you are referring to the first edition signed into action, or after the 27th amendment, which is on May 7, 1992.

Its never been or will be finalized the constitution can ALWAYS be changed.

OpenStudy (anonymous):

There is a finalization, until, and if there is a final copy. No nation has lived forever, and nothing stopping an amendment that could seal it, if it was done so within the checks and balances established in the document. Take suffrage and congressional representation for example.
