i think they would be tried by a jury of their peers but its been e while since i reviewed this subject so im a little rocky but i 89% sure thats whats happens

Well, the Fugitive Slave Act of 1793 made it a federal crime, worth a $500 fine. This was increased to a potential $1,000 fine and six months' imprisonment with the Fugitive Slave Act of 1850. However, whether a person would actually be indicted under either, or convicted, had a lot to do with where you lived. In most Northern jurisdictions, you were probably fairly safe from prosecution if you were a private citizen.
