Wilson was instrumental in the passage of the 16th Amendment, which authorized the income tax, as well as the Federal Reserve Act, which hugely re-arranged banking in the United States. He re-segregated the federal workforce to a degree not seen since the Civil War, generally supported segregrationist policies, and has been credibly accused of being personally racist. So the only plausible answer is C, and in fact that fits in well with Wilson's general policy preferences, which were for a very strong oversight and regulation of private commerce by government.
