I think C would be a better answer. This was a treaty between the US, Great Britain, France and Japan, and essentially recognized the status quo in the Pacific between these powers. Keep in mind Great Britain had substantial colonial and ex-colonial interests in China, New Zealand, Australia, and the Crown colonies, while the French had colonial interests in Indochina. Meanwhile Japan was a rising power in the region, with interests in Manchuria and Korea, while the United States was a rising Pacific power, with interests in the Phillippines, Hawaii and related islands. It was a touchy situation, and the Great Powers had just gone through the cataclysm of the First World War. It was essentially an agreement to avoid the potential for large-scale conflicts for a while.
