Well, my AP Human Geography teacher told us that the US uses other people's oil, rather than their own, so they can save it for a later use...is that any help?

Control or supervise (something, esp. a company or business activity) by means of rules and regulations. That's what regulate means so it's asking how the US regulates oil.
