For picture frames the pieces of wood need to have a 90 degree angle and m<B should be 45. If it is 40 the after you put together two pieces they will have an angle of 80 and not 90. When you will add the third piece again at 80, the 4th piece of wood will be too long to fit in the space, Also the angle on the other two sides will be 100 each. and our pieces of wood have an angle of 40. So the answer is no you cannot build a frame with opposite sides parallel using 4 equally sized pieces of wood if the angle is 40. WIth rhobhus two sides will be less than 90 or m<b can be 40 for two pieces but then for the other two sides you will have an angle larger than 90.
