Well I mean it makes sense in a way that, that is the decimal. But then the fraction is 71/100 and there is only one answer with that fraction.

Well doesnt the number of zeros in a decimal change the number of zeros in the fraction?

No I don't think so. If the number is two digits (71) Then it would be 100, if the number was 3 digits (711) then it would be 1000, basically ithought that it had to have one more 0 than the number that is going to be the numerator so that it can go into it.
