you ought to get a few opinions on this but i think its B isnt the phrase 'high speed internet access' rather vague?
i would think it would be B too, i hate these, lol no one ever responds so im usually left guessing.
it could also be the sampling method - did they check that every household had a computer? The fact that there was only 27 replies might mean that many of the 1283 households hadn't. Sorry i cant be of much help
