monarchy- a ruler, such as a king or queen, who rules a country or territory
federation- the formation of a political unity, with a central government, by a number of separate states, each of which retains control of its own internal affairs.
democracy-government in which the supreme power is vested in the people and exercised directly by them or by their elected agents under a free electoral system.


So, from those definitions I'm going to scratch out monarchy... So you're left with unitary, federation or democracy.... Federation sounds most likely when you read its definition!
