Two bowling balls both have the same mass of 6.8 kg. They are right next to one another, but not touching. Their centers are 21.8 apart. What single fact about these bowling balls prevents this from happening? Is is because they are both small objects? Not sure please help!

It is because there is no force acting on the balls to move towards each other. i.e. gravitational force is too small.
