Does anyone know how to turn in the assignments?
Well, you don't really turn them in since there isn't anyone designated to grade them. There are a couple things that you can do. First, the people here in Open Study are happy to take a look at your code, assist you with problems, offer suggestions for improvements. Just attach a file to one of your posts. You can also join a study group of a dozen or so individuals and pass around your coding for peer review. Personally, I got more out of Open Study than I did from my study group, but thats just my opinion.

How does one attach a file (do you mean a Python .py file?) to an original question? I can see the Attach File button for follow-up posts, but what about original posts? Also, I am getting next to noting from OpenStudy because a) the website is not searchable and b) questions asked in my case go unanswered or are answered vaguely (not the fault of the response, who is trying to learn like me and is only making a stab at answering). I wish I had the time to scroll through and read every OpenStudy Gentle Python post but I don't.
