It's asking you how you can protect and restore marine environments. The efforts it wants you to list are what specifically you should do, and the causes are why specifically you should do them.

For example, one of the efforts might be monitoring the health of eel grass if your target region is a salt marsh or some other indicator organism (one that is commonly used as an indicator of the overall health of the region). The cause or reason why you do this would be to use it as a metric that can be used to approximate the overall health of the local environment.
