what are the testing procedures to check properties of Steel, Timber, Concrete ?

Which properties are we looking for? ASTM, ANSI, SAE, etc. will have publishing testing procedures to determining various properties. However, the easiest and most straight forward is to determine the Young's Modulus of a sample. Simply support two ends of a long, uniform sample. Place a mass in the middle. Measure the deflection of the sample. Crunch some numbers.

first of all steel timber and Concrete are totally different. steel being a metal has test for elastic strength, hardness tests timber being wood , a collection of dead cell has test for its dryness and its core structure i.e. is it circular ,yellow or brown and last Concrete has test in which it is made with specific ratio of water sand and pressure is applied and tested how much is it settling down
