Assuming what you really want to say is "What would you say about a chemical which, when dissolved in water at 25C, produces a solution with a hydrogen ion concentrationof 1 x 10^-12 M?" the answer is "it's a base." The normal concentrationof H+ in water at 25C is about 10^-7M, and solutes that reduce that are called bases.
