Your question is correct the key word here is "at least" so the incorrect option is B only. The others are all ok. Because by definition he may pay more than 85 but not less.

After 6 weeks he would be 440 in debt or less. Not 500, Because 950 - 6(85) = 440 but he may decide to pay more...but never less. :)
