11) I'd go with the second option, that it helped make the Panama Canal possible. Technically, the US supported Panamanian rebels in order to secure agreements on the land that the Canal would pass through. Columbia was in the way, so the US helped the Panamanians against them in order to secure an agreement with Panama friendly to their interests. None of the other answers fit because of that.
