(4x^2 - 12xy +9y^2) / (-12xy(2x - 3y)) let's start with factoring the top (2x-3y)^2 so, we have (2x-3y)^2 / (-12xy(2x - 3y)) one set of the (2x-3y)'s up top cancel, making (2x-3y) / (-12xy) and that is it!

no, because you'd have to have 3/2y, not just 3y. Remember the other term! (that's why i didn't do that in the first place)
