I would say A. If it says that the water has "frozen" key word. then its a solid.

The only logical answer is solid as when the water freezes, its molecules motion is slowing down causing the solidification into snowflakes. liquids and gasses have less condensed molecules as solids due to higher temperatures allowing faster electron motion. Im not really a chemistry guy but thats what I remember from high school.
