If the slope of the 2nd equation is -12 then they are parallel, if it is 1/12 then it is perpendicular.

Just to satisfy my own curiosity... 36x + 3y = 21. 3y=-36x + 21 y = -12x + 7 Well well the lines are coincident. They are the same line! Since parallel lines never meet, then I guess the best answer is "neither"
