The answer is D. They moved the capitol.

The last.  Constantinople was originally Byzantium, and it was around long before Constantine.  It's nowhere near Rome, as a look at the map will cofirm.  Constantine certainly intended to re-invent imperial government, but he recognized the importance of Rome.
