I think the cartoonist is trying to portray the fact that the Progressive Party is getting bigger by their own kind. Child labor pre-paid labor, and everything else on their don't fit in to the run of the mill people in the towns. The Democratic and Republican "blind alleys" are trying to persuade them to go to their side now that 4/5 can vote. (Not sure exactly what you're studying but hope this helped).
