These can be tricky. Here's the rule: do the same thing to both sides and whenever you have a step that involves multiplying or dividing by a negative value, switch the sign.
So the problem is: -4x < 28
Divide both sides by -4, and because that's a negative value, switch the sign.
So the result is:
x>7
