Andrew Johnson was the president in 1867. As he was going along with his presidency, he vetoed the reconstruction act. His actions were not enjoyed by any of congress. The reasoning for his veto was basically the bill itself, because it literally admitted to itself not to be real. This lead to the impeachment of President Andrew Johnson.
