I would compare Julius Caesar to Abraham Lincoln as there's going to be more information readily availible for the both of them, and they were both leaders of a nation/country/empire. You could compare the different struggles both leaders faced (which could be similar or different as they are from different times in history), their political opposition and the types of government system they ruled/led/were elected under.
Czar Nicolas II of Russia would be another good person to compare, but there may be less resources for idea.
