I'd probably go with the third option, that the SALT of the 1970s ended because of Soviet Action in the Middle East. 

When the Soviets invaded Afghanistan, the US didn't ratify the treaty though both sides followed the agreement anyway (both Carter and Brezhnev had already signed it). Later, in the eighties, the US walked from the treaty citing that the Soviets had failed to hold up their end.
