I had to google this as I don't remember it or haven't studied it, but it's a logistic growth function. L represents the limiting value, ie the population is limited to that amount. I pretty much got all that from this: http://faculty.atu.edu/mfinan/1113/yocco37.pdf

It's logistic growth, look at the link i posted.

It's related to exponential growth, but exponential growth is uncapped (the population will grow forever with no limiting factors). Logistic growth is limited by factors like food, space etc, which is where the L value comes in. I posted the answer to the second question in my first reply: L represents the limiting value of the environment, ie the population is limited to that amount.
