A is wrong because we don't want to go underneath the impermeable rock *below* the water. B is similarly wrong because the impermeable rock is deeper down and has no water. C is wrong because the porous rock above the water table doesn't have much groundwater at all -- the water percolates down to the bottom of the porous rock until it can't pass down further (because it's blocked by impermeable rock). D is the answer because the porous rock *below* the water table is where all the groundwater collects.
