A function means that each x-value only has one y-value attached to it. Any value of x can only have one value of y, eg when x=2, y can't be both 3 and 7, that wouldn't be a function. Different x-values can have the same y-value, eg x=2 and x=3 could both have a y value of 6. So a function maps one x-value to one y-value, so in a diagram like this, it's a function if there is only one arrow coming from each x value.
