that is really one of those hit or miss situations... you should obviously avoid "UNNECESSARY"  changes in verb tenses, but on the same hand it adds great effect if your verb tenses change often... ou just cant over do it... so i would have to say true.

Example:
The wolf could run, and smell. It was an accompished hunter. "He" could jump high. The wolf is great.

You should just stick with He is _________. or The Wolf is ______. Answer: TRUE.
