IF it's completely drained - you can't swim in it, although it's only matter of what you describe as swiming. For example, if in sunny day your pool water lowers highly (vaporizes) it migh contain higher then usual amount of chlorine (if you put chlorine into water in first place), to whom your body might result with allergie alike symptoms.

When the drain is opened the suction can be great enough to hold you under water or even disembowel a person. It has be documented. Remember the force on a 4 inch diameter opening at atmospheric pressure is 185 lbs, that pressure can be created if the height of the drain above the sewer level is 32 ft. when the water is draining.
