People mature at different rates.
The main idea of this sonnet is Milton's sense of belatedness. He is already 23 years old, and doesn't seem to have accomplished much of anything. He is a late bloomer. But Milton says that whatever he is meant to achieve in life, and no matter at what stage and at what rate he is meant to achieve it, he's sure of God's plan for him.
