This is definitely the latter, and is largely a matter of opinion (not to mention that you haven't even mentioned *which* government you mean).

Normative statements are based on opinions , for example what ought to be? or this should be like this . or that is unfair. based on opinions not fact, 

Where as positive statements are facts and are based on monetary values.
