The story does change, and the stories are most certainly not the truth, so it is not A or B.  Napoleon COULD blame the humans, but that would not benefit him.

However, the conditions on the farm are horrible, but by blaming Snowball, the animals can accept them a bit more, and think, 'But it's not that bad, and any discomfort is due to Snowball.'
