Alveolar oxygen partial pressure is always lower than the atmospheric oxygen partial pressure. As the altitude increases (i.e. moving from sea level to the mountain top), the oxygen concentration decreases so the oxygen partial pressure decreases. When the oxygen partial pressure decrease, carbon dioxide partial pressure increases. I hope this helps. Correct me if i am wrong.
