(a) possibly that the sample size i.e. a list of 200 is pretty small. If the total number of cases was large say around 10000 times and then the ratio was not near the expected value, then the student would be correct (b) chance of a 7 is 10% (0.1*100). So expected number of 7's is 10% of 1000 = 100
