So, a simpler way to see the change to selection "c" is to change the word "greater" to "equal" and then you can have "c" as the correct answer. I would think that this is this is the case because "c" as worded looks like a typo, because one doesn't have something "greater to". One would have "equal to" or "greater than". So, make the correction to the wording of "c" and take that one.
