Yes you could, but if you meant using both completely filled all the way to fill the 10, then it would overflow. But if you used part of the 9 and part of the 4 to fill the 10, then it would work. Are there any more details that you could give?

Here's one way that you could do it: Fill the 9 container and pour it into the 10 container which will make the 10 container have 9 pints in it. Then, you can fill the 9 container and pour it into the 4 pint container two times. That would make the 4 pint container overflow, but you would have 1 pint in the 9 pint container, which means that if you pour that one remaining pint into the 10 pint container, you would have the 10 pint container all the way filled. And also, between fillings of the 4 pint container, you should dump it out so you can monitor how much water you have.
