All lines have equations of the form y = mx + d, right? Now if you know the y-intercept is 9, that means you know that y(x=0) = 9, or y(x=0) = m * 0 + d = 9 => d = 9. You know that the slope (=m) is 2/3, that means you're done. y = (2/3)x + 9
