"The ocean, once visible through Collins, is now bombarded by breathtaking resorts and condominiums." A friend of mine was editing a paper of mine and didn't like the word bombarded and said I should something with a positive connotation. I can't think of a good word..

I think "bombarded" has a negative connotation itself. How about to use a simpler word?  Or "bustling with", for example.

Instead of bombarded, you could put frosted (like cake) , surrounded, covered (Not as "expressive' as you'd like I bet) battered, enclosed (I like that one) or mutinied.
