They are electronic circuits.

A flip-flop is a bistable solid-state circuit, a collection of transistors and other circuit elements that have some inputs and at least one output that has at least two states. Depending on the inputs, the circuit can "flip" to one output state or "flop" to another, but inputs that are sort of in-between the inputs necessary to change the state of the flip-flip do nothing.
