Yes, because everyone is scared of what might happen to them if they commit a crime, therefor less crimes are committed. If there is not a sever punishment they are scared because they know the punishment isn't bad.
Some people. Some people will try to determine whether or not it will be worth it. Example: If a man of say 25 wants to rob a store and steal 2500 worth of merchandise and the punishment is maybe 1 year in jail he will try to decide whether or not he thinks he will realistically be able to get the merch without being caught and if he is, will he be willing to spend a year in jail. Again, it depends on the person.
this is not math, also your answer is yes and no, it does prevent some people however if the person is an adrenaline junkie it provides a rush because they know they could be caught at any moment
