You need r and theta. Make a drawing...no, just think of a drawing with the point (0,-3) ;) Then ask yourself: 1. What is the distance from (0,-3) to O. This is r. 2. what is the angle from the positive x-axis to the half-line with endpoint O through (0, -3). This is theta.
