how does the constraint relation hold in here?

the smaller pulley is fixed the larger pulley descends down the smaller pulley has negligible mass..the larger pulley has moment of inertia I and some radius 'r' .. now whats the constraint relation or the equation which tells power delivered by string is 0 to be applied..i mean to relate the acceleration of the block and pulley?
